ساعت هشت و بیست دقیقه است. (Formal)

ساعت سه و نیمه. (Informal)

Quarter Past and Quarter To

In the Persian language we use the word ربع (rob’e) to express quarter. For example we express 4:15 in the following way:

ساعت چهار و ربع است. (Formal)
ساعت چهار و ربعه‌. (Informal)

5:45 is expressed in this way:
یک ربع به پنج است. (Formal)
یه ربع به پنجه. (Informal)
